Carlos Garcia is responsible for developing and implementing a comprehensive emergency planning and preparedness program for IUPUI.  This program has been designed to integrate and engage campus and community partners on a wide range emergency and disaster issues that may impact the campus.

Prior to joining IU in 2011, Garica served as the Senior Homeland Security Planner and Plans Development Branch Chief for the Indiana Department of Homeland Security, where he worked to successfully obtain a national certification for Indiana’s public safety efforts through the Emergency Management Accreditation Program. He also was responsible for the development, validation, and implementation of the Indiana Comprehensive Emergency Management Plan as well as Indiana’s Catastrophic Earthquake Plan.

Garcia serves as the planning section chief on the State of Indiana’s Incident Management Assistance Team and has been deployed with that group to such incidents as Hurricane Katrina in 2005, the Henryville, Ind. Tornado in 2012 and more recently, Hurricane Sandy for support of the response efforts in the state of New York.

Garcia also serves as an emergency management instructor for the Indiana Department of Homeland Security as well an exercise controller/evaluator in support of disaster-based exercises conducted at the Muscatatuck Urban Training Center in Jennings County, Ind.

Garcia is a 16-year veteran of the United States Army/Army Reserves and has served in Europe, the Middle East, Central America, and at posts throughout the U.S.
