Bill Smith is responsible for providing leadership and oversight for the development of policy and strategy across the scope of emergency management and continuity for Indiana University’s regional campuses. This includes assisting in development, implementation, and continuous improvement of a comprehensive all-hazards emergency management and continuity program that satisfies those policies and that strategy.
Prior to joining Indiana University in 2013, Smith served as the State Emergency Operations Center Manager for Indiana Department of Homeland Security. In this position, he was responsible for the daily monitoring of activities and events in and around the State of Indiana that had the potential to negatively impact Indiana’s citizens. Smith was responsible for ensuring that identified emergency operation center staff members, from multiple state agencies and private sector partners, were trained in the state EOC’s operational plans, equipment, and tools. When the state EOC increased its activation level and staffing, Smith managed the EOCs operations and coordination between multiple state agency representatives and federal response partners (FEMA, USACE). This coordination was in direct support to received requests and situational information provided from the local level organizations and incident strategic plans developed by the State Emergency Management Policy Group.
Prior to IDHS, Bill spent 16 years working for United Airlines in positions such as reservation agent, aircraft router, crew scheduler, and a station operations manager in Indianapolis. He was selected to direct the United Airlines Civil Reserve Air-Fleet (CRAFT) operations, based in Germany, in 2003.

Smith is a 23-year veteran of the United State Army Reserve and National Guard. In his position as a Military Police Officer, he served in Africa, the Middle East, and Central America.
