- What does SPCC stand for?
- SPCC stands for Spill Prevention Control and Countermeasures. It is a USEPA program that requires any facility with aggregate above ground oil storage of more than 1320 gallons to have a plan in place to prevent oil spills and discharges from reaching natural surface waters and some wetlands via storm drains, catch basins, floor drains or direct entry.
- What are control and countermeasures?
Control measures are procedures put in place to prevent oil spills and discharges. IU's control measures include double walled containers, secondary containment, and monthly inspections. Inspectors are trained and refreshed annually in inspection procedures as well as how to respond to a spill.
Countermeasures are procedures implemented in the event of a spill or discharge to reduce or eliminate the impact of the spilled material on nearby water resources. Countermeasures can include training personnel in spill response procedures and maintaining nearby spill response equipment. At IU, spill kits are strategically located near oil storage tanks and containers, and area personnel are trained in use of the equipment and response procedures.
- Is all oil on campus included in the SPCC plan?
EPA includes motor oils, gasoline, diesel fuel, animal fats and oils, vegetable oils from nuts, kernels, seeds and fruit, and oil mixed with any waste in the SPCC regulations.
Containers with a capacity of 55 gallons or greater must be included in the SPCC plan. At IU, this includes above ground storage tanks, emergency generator fuel tanks, and any portable containers, such as drums, with a capacity of 55 gallons or greater. EPA also requires equipment with oil filled reservoirs such as elevators, transformers, oil water separators, and etc. to be included in the SPCC plan.
