Wellfield Protection Program
Indiana University Environmental Health and Safety (IUEHS) has developed the Wellhead Protection Program to provide Indiana University employees involved in activities related to the design, construction or operation of University buildings located within wellhead protection areas with guidance to achieve and maintain compliance with applicable wellhead protection standards.
The Safe Drinking Water Act Amendments of 1986 (SDWA) established a national priority of protecting groundwater drinking water sources from chemical contamination.
Title 327, Article 8, Rule 4.1 of the Indiana Administrative Code (327 IAC 8-4.1), establishes the regulatory framework for establishing local wellhead protection programs and defines local program performance expectations.
Title III, Chapter 735 of the Code of Ordinances of Indianapolis - Marion County, Indiana establishes the wellhead protection program for the metropolitan Indianapolis area under the jurisdiction of the Indianapolis Department of Metropolitan Development Commission in partnership with the Marion County Public Health Department, Citizens Energy Group and the Indianapolis Department of Public Works. Wellhead protection areas within Marion County are referred to Wellfield Protection Districts.
Currently, the communities of Elkhart, Indianapolis, Richmond and South Bend have local wellhead protection ordinances. With the exception of the Indiana University-Purdue University Indianapolis (IUPUI) campus, none of the regional campuses are located within wellhead protection areas. Approximately 85% of the IUPUI campus is currently located within established wellhead protection areas.
This Program applies to all Indiana University employees and contractors/consultants thereof involved in the design, construction or operation of University buildings located within established wellhead protection areas.
Authority and responsibility
- University Environmental Health and Safety is responsible for:
- Developing and maintaining the Wellhead Protection Program.
- Maintaining a map delineating wellhead protection areas on all affected campuses.
- Monitoring campus locations for future inclusion in local wellhead protection programs and making official determinations whether any campus or portion thereof is located within a wellhead protection area.
- Serving as liaison between the University and local wellhead protection program representatives or officials.
- Developing wellhead protection educational materials.
- Maintaining applicable records.
- University Architects Office is responsible for:
- Ensuring that building design and engineering consultants meet the requirements of local wellhead protection ordinances.
- Ensuring that IUEHS is copied on all correspondence related to wellhead protection matters specific to the construction or renovation of any University building located within an established wellhead protection area.
- Ensuring that buildings are constructed to the specific provisions stipulated by local wellhead protection requirements as agreed upon by the University.
- Ensuring that any deviations from wellhead protection requirements in the construction or renovation of any University building are promptly reported to IUEHS.
- Maintaining applicable records.
- Departments are responsible for:
- Ensuring that best management practices are utilized in the handling, storage and disposal of chemical products in an effort to protect groundwater drinking sources.
- Ensuring that all chemical spills or releases are promptly reported according to the Chemical Spill Reporting provisions of the Indiana University Environmental Policy.
Identification of Applicable Wellhead Protection areas
IUEHS will maintain a map delineating Wellfield Protection Districts on the IUPUI campus and will make official determinations whether a given area on campus is located within a designated Wellfield Protection District. Specific addresses on the IUPUI campus can be checked for inclusion within a wellfield protection district at: http://maps.indy.gov/MapIndy/Index.html?theme=zoning.
Securement of an Improvement Lot Permit
No building, structure, premises or part thereof may be constructed, erected, enlarged, extended, or relocated within a Wellfield Protection District without application of an Improvement Lot Permit (ILP) as specified by the Indianapolis Department of Metropolitan Development.
The UAO will ensure that an ILP is secured directly or indirectly through contractual design/engineering consultants for any construction/renovation project meeting the criteria specified above.
Stipulations (Recommendations) of the Technically Qualified Person (TQP)
The UAO will ensure that all stipulations specified by the TQP during the course of the review and approval of construction plans are conveyed in a timely manner to IUEHS for review and consideration.
Negotiations of Stipulations
IUEHS is responsible for negotiating any modifications to the TQP stipulations and for ensuring that any revisions are appropriately documented.
The UAO will ensure that any revisions to the stipulations are appropriately incorporated within the construction/renovation project.
IUEHS is responsible for representing the University at any construction, opening, or post construction inspection with the TQP or any other wellfield protection professional representing the City of Indianapolis.
Best Management Practices
All IUPUI staff will utilize best management practices in protecting groundwater resources on the campus. This includes but is not limited to:
- Ensuring that all pesticides are applied in a manner consistent with label instructions.
- Ensuring that all chemical wastes are managed in manner consistent with University disposal guidelines.
- Ensuring that chemicals are stored in a manner consistent with those specified by the TQP including within secondary containment for a chemical containers stored in the lowest level of the building.
- Ensuring that chemical use exterior to a building is limited and that appropriate measures are taken to prevent the release of the chemical into the soil or surface water sources on campus.
- Ensuring that all chemical spills or releases are reported according to the Chemical Spill Reporting provisions of the Indiana University Environmental Policy.

Appendix A - Glossary
Best Management Practice – activities, prohibitions of practice, treatment requirements, operation and maintenance process and procedures, use of containment facilities and other management practices designed to prevent or reduce the pollution of drinking water sources.
Potential Groundwater Contamination – a facility, site, practice or activity that possesses the ability to contaminate ground water.
Technically Qualified Person – A technically qualified person is either an employee of the Department of Metropolitan Development, or any person with whom the Department of Metropolitan Development has a services contract. Such technically qualified person is a person who is competent to evaluate site and development plans for contamination risk to groundwater quality. Examples of technically qualified persons include professional engineers, certified professional geologists and environmental and other scientists with specialized training and experience in hydrogeology, contaminant transport, and hazardous materials management.
Time of Travel – the calculated length of time a molecule of water takes to reach a production well from a certain point.
Wellhead – the topmost point of drinking water production well.
Wellhead Protection Area - multiple wells in a common area which provide drinking water to a common public drinking water distribution system which can be influenced by or contaminated by a common source of contamination. Is synonymous with wellfield.
Wellhead Protection Program - the surface and subsurface area delineated by fixed radius which contributes water to production wells for consumption by at least 15 connection or 25 year round residents and through which contaminants are likely to move through and reach the well within a specified period of time.
