Purpose
To establish a clear command structure that guides the Indiana University Police Department (IUPD) at all times.
General Order
The IUPD has established a clear command structure to ensure continuity of leadership during normal operations, the absence of senior command staff, and extraordinary situations.
During normal operations (1.1.5 a)
During normal operations, the chain of command established by the IUPD’s organizational chart will be adhered to. This command structure provides oversight, supervision, and direction for each functional component of the entire IUPD (operations, investigations, communications, administration, etc.).
In situations involving personnel of different functions engaged in a single operation, the first officer on the scene will follow the National Incident Management Systems (NIMS) protocol and assume command until such time a more experienced or higher ranking officer arrives on scene and command is transferred. NIMS protocol may be used for any other incident if deemed necessary by the responding personnel.
For all preplanned and special events, the supervisor will be assigned prior to the beginning of the event. The supervisor will be in charge of guiding, directing, monitoring and supervising personnel assigned to them. The incident command system will be utilized as appropriate.
The superintendent for public safety and deputy superintendents have the authority to designate command and authority in any situation as needed.
During the absence of senior command staff (1.1.5 b)
The superintendent for public safety has overall command and control over the IUPD. During periods of scheduled absences, the superintendent will designate a member of the IUPD to assume command and control over the IUPD.
During extraordinary situations (1.1.5 c)
For situations that are unplanned or emergent and when clear succession has not been relayed in writing, the order of command authority in the absence or unavailability of the superintendent for public safety is as follows:
- Deputy Superintendent based on seniority in rank
- Major based on seniority in rank
- Division Chief of Police based on seniority in rank
