A Roadmap for IU Public Safety
This Strategic Plan for academic years 2024-26 serves as a roadmap and touchstone for IU Public Safety leaders to revisit and is a testament to the organization's commitment to acheiving its objectives to make a tangible difference in the safety and security of the IU community. This plan is guided by the core principles of IU 2030: The IU Strategic Plan.
Working toward the objectives and goals described below will result in the following outcomes:
- IU Public Safety employees will be empowered to do their best work as they are supported by the department through engagement, professional development, and process efficiencies.
- IU Public Safety will be a unified department, with standardized responses, processes, customer service, and achieving accreditation.
- IU Public Safety will engage the campus community to help stakeholders better understand the services and resources available across all IU campuses.
- IU Public Safety will be known for proactive communication before and during events and emergencies.
- IU Public Safety will impact all IU campuses by maintaining safety in the campus community.
Public Safety
Goal 1: IU Public Safety leaders will work with IU Human Resources to ensure that employee compensation remains competitive by benchmarking comparable labor markets.
Goal 2: IU Public Safety leaders will continue to support staff engagement by advancing recognition initiatives.
Goal 3: IU Public Safety will expand its external activity for increased community engagement.
Accreditation and Strategy
Goal 1: IUPD has addressed all required IACLEA accreditation standards and issued all needed General Orders.
Goal 2: Ensure all employees have the proper tools, resources, and knowledge to effectively and safely perform their jobs in compliance with General Orders.
Goal 3: IUPD has gathered all required proofs of compliance necessary to pass IACLEA accreditation assessment.
Goal 4: IUPD is prepared for IACLEA accreditation assessment.
Goal 5: IUPD maintains status as accredited through IACLEA.
Goal 6: Explore ILEAC Accreditation for the IUPD.
Goal 7: Develop Chapter 18 Other Orders needed for IUPD operations.
Communications
Goal 1: Accelerate IU Public Safety’s student focus.
Goal 2: Develop an Editorial style guide as a reference tool and to ensure consistency for IU Public Safety’s communications.
Goal 3: Refine assets database to strengthen our ability to find items efficiently and share items easily.
Information Technology and Systems
Goal 1: Standardize and automate widely-used processes, technologies, and infrastructure such that it reduces the cost and risk of manual processes and the cognitive load on our staff allowing them to focus on more value-added tasks.
Goal 2: Develop technologies to empower staff at all levels of the organizations to make data driven decisions.
Physical Security and Access
Goal 1: Develop new Physical Security and Access procedures to standardize the assessment process and clarify requirements for new and existing Indiana University facilities.
Goal 2: Enhance Physical Security and Access (PSA) capabilities through the development of a training program for PSA Interns.
Goal 3: Develop a comprehensive plan for camera installations for the Bloomington and Indianapolis campuses. Include cost and location of cameras by phases utilizing a variety of technologies including AI.
Goal 4: Identify an effective, user friendly, ticket system for Physical Security and Access assessments and requests.
Compliance
Goal 1: Create an understanding of how roles within Public Safety interact and influence compliance with Clery requirements.
Goal 2: Align Programs Involving Children (PIC) Policy with actual practices and update the PIC database to reflect policy requirements.
Environmental Health and Safety
Goal 1: Build strength and morale among EHS staff through staff appreciation events and engagement opportunities.
Goal 2: Ensure that the departmental resources are being deployed in a manner that is consistent with our contractual obligations and receiving value for these services, where applicable, and that we are serving all our customer groups fairly and equitably.
Goal 3: Use technologies in new and innovative ways to enhance the development of professional skills, facilitate subject-matter expert consultations from remote locations and maximize efficiency in the performance of assigned duties.
Emergency Management and Continuity
Goal 1: Re-prioritize and re-frame the university’s business continuity strategy.
Goal 2: Develop a comprehensive and centralized training and exercise plan to enhance the overall culture of preparedness and safety of Indiana University.
Goal 3: Streamline and standardize the processes for developing, maintaining and updating foundational preparedness measures across all campuses.
Goal 4: Continue Emergency Management and Continuity’s participation in university activities to promote community engagement across all campuses.
Goal 5: Update / upgrade technology systems used for key Emergency Management and Continuity activities.
Goal 6: Build, expand upon and share the expertise within Emergency Management and Continuity.
IU Police Department
Goal 1: Create a culture of respect and inclusion by prioritizing retention and recruitment that reflects and represents the diversity and values of IU.
Goal 2: Demonstrate excellence to expand our local, state, and national standing in higher education law enforcement.
Goal 3: Build on our foundation of strong staff while increasing their capabilities.
Goal 4: Pursue organizational excellence by enhancing safety on all IU campuses, engaging our community in critical dialogue, promoting transparency, and prioritizing the use of modern policing philosophies.
