Purpose
To provide guidance on the issuance of qualified retired law enforcement officer credentials and the transfer of a department handgun to qualifying retirees.
General Order
As a recognition of service to Indiana University and the Indiana University Police Department (IUPD), officers in good standing and eligible pursuant to this General Order, Indiana Statute, and Federal Law will be issued proper credentials to denote they are a qualified retired law enforcement officer.
To be eligible as a qualified retired law enforcement officer for the IUPD, an officer must be in good standing and have at least twenty (20) years of cumulative sworn law enforcement service. A minimum of ten (10) years must have been served with the IUPD as a full-time sworn law enforcement officer.
Indiana Statute
A qualified retired law enforcement officer may retain the officer’s issued IUPD service handgun upon retirement from Indiana University pursuant to Indiana Code (IC) 21-39-4-7. The officer is entitled to receive, in recognition of their service to the state educational institution and the public, a badge that indicates the officer is retired. Upon retirement, the IUPD will issue to the police officer an identification card that states the police officer’s name and rank at retirement and states the officer’s retired status. A qualification card is also given to the retiree noting the officer’s authority to retain the service handgun.
Record of Transfer of Handgun
IUPD administrative personnel will record the transfer of Indiana University property (i.e. the retiree’s service handgun) to the eligible employee upon confirmation of service and approval from the superintendent for public safety or their designee. Upon completion, the F18.1.6-1 Transfer of Service Handgun form will be submitted to the director for business operations.
Pursuant to IU policy FIN-PURCH-11 Disposal and Redistribution of University Property, the transfer of the handgun to an eligible employee will be considered a gift. This transfer process is approved by the Associate Vice President for Procurement. This approval is for the sole purpose of complying with IC 21-39-4-7 and such approval is not extended to any other IU property other than the eligible officer’s issued handgun upon being a qualified retired law enforcement officer.
Law Enforcement Officers Safety Act of 2004 (LEOSA)
Pursuant to the LEOSA, a retired IUPD officer will be considered a qualified retired law enforcement officer if they meet the criteria described in the LEOSA.
