Purpose
To outline the organizational structure of the Indiana University Police Department (IUPD).
General Order
The scope of this general order is limited to the organization and operation of the IUPD. The IUPD is organized as one part of Indiana University (IU) Public Safety. The organizational structure of the IUPD is designed to provide the most effective and efficient delivery of services possible.
Chain of command (1.1.1 a)
The superintendent for public safety is the chief executive officer of the IUPD. All direct employees of the IUPD work under the authority of the superintendent for public safety.
The IUPD is administratively supported by civilian personnel through a university shared services model. Although these employees have direct reporting lines external to the IUPD, depending on their job responsibilities these employees may also have dotted line reporting and responsibilities internal to the IUPD or IU Public Safety personnel.
There are other roles within the IU Public Safety portfolio, directly reporting to the superintendent for public safety, that operate independently from the IUPD, although some roles support the IUPD. These supporting roles include the director for information technology and systems, director for compliance, and senior director.
The organizational chart visually depicts the chain of command, reporting structure, and the lines of authority and communication for the IUPD. The chain of command will be followed regarding all official communications both up and down the chain of command. While open communication between and among members of all ranks within the IUPD is encouraged, all personnel will accurately deliver official communication to all employees within their chain of command in a timely manner.
Functional responsibilities (1.1.1 b)
The functional responsibilities described in this section are not intended to be an all-inclusive list of every aspect of the scope of work performed within each of these areas; rather it is a broad description of the overall general responsibilities for each area.
All sworn personnel of the IUPD are first and foremost police officers regardless of their rank and have the responsibility to enforce laws as appropriate. Additionally, all members of the IUPD are expected to participate in the initiatives and priorities set by the superintendent for public safety and promote the mission and values of the department.
The superintendent for public safety’s office staff provide a wholistic and strategic approach to the overall command and management of the IUPD. The functional responsibilities of personnel in the superintendent for public safety’s office include, but are not limited to:
- Personnel and fiscal management
- Diversity, equity, and inclusion
- Organizational and strategic planning
- Policy, procedure, rules, and regulations
- Compliance
- Information technology and systems
- Physical security and access control
- Public information and communications
The deputy superintendent for administration and support services, reporting to the superintendent for public safety, has responsibility for the oversight, senior leadership, and direction for the public safety communications center, training and education, recruitment and retention, community engagement, and asset protection and control of IUPD property (equipment, uniforms, etc.).
The director for professional standards and education, reporting to the deputy superintendent for administration and support services, has responsibility for the operational management and oversight for the training and education of all IUPD personnel, the Indiana University Police Academy, and the Cadet Officer Program.
The director for dispatch communications, reporting to the deputy superintendent for administration and support services, has responsibility for the operational management and oversight for the public safety communications center. The public safety communications center provides police dispatching coverage for all IUPD locations across the state.
The deputy superintendent; campus chief law enforcement officer, reporting to the superintendent for public safety, has responsibility for the oversight, senior leadership, and direction for law enforcement operations and investigations functions across all IUPD divisions.
The director for threat assessment, reporting to the deputy superintendent; campus chief law enforcement officer, has responsibility for the operational management and oversight for the IUPD’s threat assessment function.
The highest ranking leader from each IUPD division, reporting to the deputy superintendent; campus chief law enforcement officer, has responsibility for the operational objectives that align with the goals and priorities set by the superintendent for public safety. Each IUPD division is staffed by personnel who perform operational or administrative functions including, but not limited to:
- Police patrol and security services
- Special events planning
- Community engagement
- Clery compliance
- Records and equipment management
The director for investigations and internal affairs, reporting to the deputy superintendent; campus chief law enforcement officer for matters relating to law enforcement investigations and to the superintendent for public safety for matters relating to internal affairs, has responsibility for all investigative functions and services for the IUPD. The investigations unit is divided into two districts with each district led by a lieutenant. The investigations lieutenants are primarily located at the two core campuses and directly report to the director for investigations and internal affairs. The functional responsibilities of the investigations unit include, but are not limited to:
- Investigation of crimes reported to the IUPD
- Liaison with other law enforcement agencies
- Participation in various local, state and federal task forces
- Conducting background investigations for IUPD employment
- Information and intelligence gathering
- Property and evidence control and inventory
Organizational chart (1.1.1 c)
The organizational structure of the IUPD is depicted graphically on an organizational chart, which is reviewed and updated as necessary. The organizational chart is accessible to all employees of the IUPD within the IUPD application.
