Purpose
To describe the Indiana University Police Department’s (IUPD) line inspection process.
General Order
Line inspections are designed to ensure accountability and professionalism as well as a mechanism to identify gaps or deficiencies and take corrective steps. The IUPD will conduct line inspections of personnel, equipment, and facilities on a regular basis to help ensure the department is operating in compliance with established professional standards.
Line Inspection Procedures (1.2.2 a)
All personnel are responsible for proper use of the IUPD facilities. Any employee who observes an area in need of cleaning, repair, or other maintenance will report the information to the appropriate person or department for resolution.
Line inspections of personnel and equipment are a continuous activity which is meant to ensure that all employees are acting in accordance with the IUPD standards in such areas as:
- grooming and appearance,
- attire and uniforms,
- use and maintenance of equipment, and
- adherence to IUPD’s general orders and written directives.
Supervisors within each operational component of the IUPD are responsible for conducting line inspections. Duties associated with this responsibility include planning, coordinating, documenting, prioritizing, and evaluating all line inspection activities. Supervisors at each organizational level will conduct inspections and correct all deficiencies discovered (1.2.2 c).
Supervisors will informally inspect their immediate subordinates daily (1.2.2 b). Uniforms will be inspected for proper fit, cleanliness, condition, and general appearance. Personal appearance and equipment will be examined to ensure conformance with IUPD general orders.
Supervisors will conduct formal line inspections of their subordinates in July of each year (1.2.2 b). In the event an employee is not working during the times of the line inspection, their supervisor will conduct the formal line inspection as soon as practicable but no later than fourteen (14) days upon the employee’s return to duty.
Formal line inspections of personnel will be documented in the supervisor portal (1.2.2 d). This documentation will include the following information, at minimum:
- Name of supervisor conducting the line inspection,
- Date and time the line inspection occurred,
- Name of employee who was inspected,
- Gaps or deficiencies identified or a statement that no gaps or deficiencies were identified, and
- Action taken or instructions given to address gaps or deficiencies including the completion or anticipated completion date.
Supervisors will follow up on any gaps or deficiencies that they identified during any formal or informal line inspection to ensure appropriate action has been taken to address the issue. In most cases, the period required for correcting the issue will not exceed thirty (30) days. Safety deficiencies will be corrected immediately. Each division’s highest-ranking leader will review the summary of the annual line inspections conducted at their division and ensure any noted gaps or deficiencies are addressed (1.2.2 e).
By September 30 of each year, the superintendent for public safety will receive the summary of line inspections for review (1.2.2 f).
The superintendent for public safety, a deputy superintendent, or the division’s highest-ranking leader may order a line inspection to be conducted at any time.
