Purpose
To establish the procedures officers of the Indiana University Police Department (IUPD) will follow when taking enforcement action incidental to traffic law violations.
General Order
The IUPD prioritizes educating motorists on traffic law violations while promoting the safe and expeditious flow of traffic. The quality of the interactions for traffic enforcement is more important than the quantity of interactions. When conducting traffic law enforcement, officers will demonstrate a professional demeanor and determine the best course of action by utilizing the Critical-Decision Making Model.
Enforcement Actions
Officers will exercise good judgement and consider the degree and severity of the violation committed when determining which course of action is appropriate for the circumstances. Enforcement actions will be conducted in a respectful, fair, and impartial manner. Generally, traffic enforcement action taken by officers will include one or more of the following options:
- Verbal or written warnings to warn drivers of driving errors (10.1.2 c). Whether a verbal or written warning is provided to the driver, the record of the warning will be logged in the Indiana Electronic Citation and Warning System (ECWS).
- Citation for an infraction violation (i.e. Uniform Traffic Ticket (UTT)) (10.1.2 b).
- Summons arrest (notice to appear) used to summon drivers into court for a misdemeanor offense.
- Physical arrest (i.e. custodial arrest) for criminal misdemeanor or felony offenses (10.1.2 a).
