Purpose
To describe the procedures for the security and accountability for controlled substances, weapons and explosives that are used by the Indiana University Police Department (IUPD) for investigative or training purposes.
General Order
The IUPD will utilize controlled substances, weapons, and explosives for training purposes. Security protocols are followed to ensure these items are accounted for. The IUPD does not utilize any weapons or explosives from in-custody property or evidence for investigative or training purposes. Controlled substances are utilized for training purposes only and after they are ready for final disposition.
Controlled Substances
The IUPD does not use controlled substances which have been seized for investigative purposes. The IUPD does utilize certain controlled substances which have been seized and are ready for final disposition for training purposes. All requests for use of a controlled substance for training purposes will be submitted to the director for professional standards and education and the investigations lieutenant for review. If approved by the director for professional standards and education and the investigations lieutenant, the controlled substance(s) will be transferred to the sworn officer responsible for its use in the training environment. The controlled substance(s) will be inventoried through weight or counting as appropriate when the item(s) are transferred to the sworn officer and when the sworn officer returns the item(s) to the evidence room. The controlled substance(s) will be securely maintained by the sworn officer at all times. The chain of custody of these items will be documented.
Weapons
The IUPD does not use weapons which have been collected and submitted as evidence or in-custody property for investigative or training purposes.
The IUPD maintains a quantity of IUPD owned simunition weapons for training purposes. These weapons are maintained in a locked storage area under the control of a firearms instructor.
Explosives
The IUPD does not use explosives which have been collected and submitted as evidence or in-custody property for investigative or training purposes.
Explosives are only utilized by the IUPD explosive detection canine (EDC) teams for training purposes. The EDC handler ensures that the explosive training aids are securely stored when not in use. The EDC handler is responsible for the security and accountability of the explosive training aids. Procedures for the storage, inventory, and disposition of the explosive training aids are outlined in G18.1.4 Explosive Detection Canines.
