Purpose
To describe the procedures for maintaining records of traffic citations issued by officers of the Indiana University Police Department (IUPD).
General Order
The IUPD utilizes the Indiana Electronic Citation and Warning System (ECWS) for all records of traffic citations and written warnings issued by officers of the IUPD. Paper citations may be utilized when needed, however the record of the citation will be entered into the ECWS central repository. Paper citation books will be accounted for and stored in a secure location.
Records of Traffic Citations
The primary method for issuing traffic citations is directly through the ECWS. Sworn officers have accounts to access the system. (16.1.8 a) Depending on their job function nonsworn employees may have accounts allowing access to the system. These accounts are password protected and administered by the director for information technology and systems or designee. (16.1.8 c)
The IUPD may also utilize paper citations. Paper citation books are securely stored in an area accessible only to supervisors. (16.1.8 c) Officers may request a citation book to be issued to them. Citation books are issued by a supervisor. (16.1.8 a) All citation books will be accounted for through a citation book log that lists the first and last citation numbers in the book, date issued, and officer the book was issued to. (16.1.8 b)
The ECWS accounts for all traffic citations issued by the IUPD. If an officer issues a paper citation, the officer will manually enter the information into the ECWS prior to the end of their shift. (16.1.8 b)
