Purpose
To describe the requirements to notify the command staff of the Indiana University Police Department (IUPD) of certain incidents, and to describe the requirements to provide proper and timely notifications to the appropriate On-Call Response Team.
General Order
Chain of command notifications will occur for significant incidents to ensure the IUPD leadership are adequately informed. In addition, the IUPD has obligations to make notifications to other university departments, administrators, and/or external agencies in the event of certain incidents.
Procedures for Command Staff Notifications
To ensure all levels of the IUPD leadership are adequately informed about significant incidents, chain of command notifications will occur for the following incidents:
- Murder or attempted murder on campus or in the immediate campus area,
- Serious injury or death of any person from an accident, illness, or suicide that occurs on campus or in the immediate campus area,
- Child abuse or neglect,
- Arrest of a high profile individual,
- Any fire with significant damage,
- Death or injury to an IU Public Safety employee,
- Death or serious injury to others resulting from police action,
- Report of any confirmed missing student,
- Report of a high-risk missing person,
- Any unusual facility issue or significant damage to university property (e.g. gas leaks, power outages, busted pipes, weather-related damage, etc.),
- Unplanned protests or demonstrations, and
- Any other incident as deemed noteworthy, where there may be a heightened community interest, possibility of IUPD and/or university liability, or as directed by the IUPD command staff.
Timely notifications will occur through the chain of command to the superintendent for public safety, the deputy superintendents, and the appropriate division chief of police or deputy chief. These timely notifications will be made through direct communication. The employee making the notification will do so using a method in which confirmation of the message was received. Voice to voice communication should be used whenever possible.
Procedures for On-Call Response Team Notifications
The On-Call Response Team (OCRT) is a group coordinated by the Indiana University Division of Student Affairs to ensure the appropriate University staff provides assistance and resources to the IUPD, students, and their families in the event of an emergency. Supervisors will make notification to the OCRT for the following incidents:
- A student is injured or hospitalized due to a potentially life-threatening alcohol or drug related incident, serious mental health concerns or as a result of suicidal ideation, if they are unconscious or unresponsive, or life-saving measures are being employed.
- Any death of a student.
- A student is reported missing, or a welfare check is conducted due to the absence or lack of contact and the student cannot be located.
- A student is a suspect in a violent crime.
- A student is the victim of a violent crime, including physical or sexual assault.
- A critical incident, including bomb threats, active shooters, hostage situations, etc. (If the Incident Management Team (IMT) is activated, a representative from the OCRT should be notified through the established IMT activation process.)
- Any reported bias incident (regardless if the incident is classified as a hate crime).
- Any significant fire that would impact any student’s residence.
- Any unusual facility issue, including gas leaks, power outages, etc.
- Any other incident of concern at the discretion of the shift supervisor or at the direction of the chain of command.
Timely notifications to the OCRT will occur using an appropriate communication method. Voice to voice communication is preferred for incidents which are considered more significant. These include, but are not limited to:
- Any death of a student,
- Confirmed missing student,
- A student is a suspect in a violent crime,
- A student is the victim of a violent crime,
- Any critical incident,
- Any significant fire that would impact a student’s residence, and
- Any unusual facility issue, including gas leaks, power outages, etc.
Written communication may be used for the following incidents:
- A student is injured or hospitalized,
- A student welfare check,
- A reported sexual or physical assault involving a student, and
- Any reported bias incident.
Prior to making a notification to the OCRT, the following information should be obtained if possible:
- Student(s) name(s),
- University identification number(s),
- Date(s) of birth,
- Local address(es),
- Pertinent phone numbers, including emergency and/or designated contacts, and
- General synopsis of the incident.
