Purpose
To define the authority and responsibilities of Indiana University Police Department (IUPD) sworn officers and non-sworn security personnel.
General Order
The IUPD employs sworn officers who have full police powers in the State of Indiana, as well as non-sworn security personnel who do not have police powers. These employees are expected to perform their duties to protect the safety of the university community and the security of the university assets.
Legally Mandated Authority and Responsibility
Sworn officers of the IUPD meet all state-mandated training requirements and are certified law enforcement officers in the State of Indiana. These sworn officers have full police powers, including the power to arrest. The legal authority for sworn officers of the IUPD is derived from:
- Indiana Code (IC) 21-39-4, which provides the Board of Trustees with the authority to appoint police officers to serve at their pleasure and states the powers and duties of police officers, including the power to arrest.
- The Indiana University Board of Trustees adopted resolutions and policy that provide authority to IUPD law enforcement officers.
Non-sworn security personnel, including non-sworn cadet officer program participants, provide additional patrols but do not have the power to arrest, nor do they have the power to enforce Indiana law. Non-sworn security personnel report crimes that they observe or otherwise become aware of to a sworn IUPD officer.
