G6.2.1 Entry Level Training

Purpose
To describe the Indiana University Police Department’s (IUPD) requirement for entry-level training for employees.
General Order
The IUPD requires all employees to complete onboarding and entry-level training prior to exercising authority or assuming duties. The onboarding and training are tailored to fit the needs of the IUPD and specific to the employee’s role and duties. Training plans are coordinated by the IUPD’s professional standards and education staff.
Sworn officers (6.2.1 a)
As soon as a start date is identified, the division chief of police will contact the director for professional standards and education to begin the training plan development process. The director for professional standards and education, or designee, will review the law enforcement training records of all newly hired officers to determine an appropriate training plan that meets the Indiana Law Enforcement Training Board (LETB) requirements for a Tier I certified officer and the IUPD. This plan may include the following:
- Attendance at and successful completion of all phases of an Indiana LETB Tier I Basic Course within one year from the date of hire.
- Successful completion of an Indiana LETB-certified 40-hour Pre-Basic Course.
- Successful completion of all waiver requirements as required by the LETB.
- Successful completion of all applicable training as determined by the Indiana Law Enforcement Academy and/or the LETB.
- Successful completion of any additional training courses as deemed appropriate by the professional standards and education staff.
Under no circumstance will a newly hired officer be authorized to perform solo enforcement activities prior to meeting all Indiana LETB Tier I Basic Course, or equivalent, requirements.
Upon hire, sworn officers are required to attend and complete an onboarding and training program prior to assignment in any capacity in which they are permitted to carry a weapon or be placed in the position to make an arrest. Onboarding related tasks and activities are coordinated by the IUPD division where the officer is primarily performing their duties.
Non-sworn employees (6.2.1 b)
As soon as a start date is identified, the division chief of police or applicable supervisor responsible for overseeing the employee will contact the director for professional standards and education to begin the training plan development process. The director for professional standards and education, or designee, will develop a training plan specific to the organizational component to which the employee is assigned. Non-sworn employees will be trained to meet the responsibilities specified in their respective role descriptor and the requirements of their job-related tasks.
Upon hire, non-sworn employees are required to attend and complete an onboarding, initial and on-the-job training program prior to assuming their duties. Onboarding related tasks and activities are coordinated by the IUPD division where the employee is primarily performing their duties. For Cadet Officer Program participants, a component of this onboarding program is facilitated by the professional standards and education staff. For public safety communications personnel, onboarding is facilitated by the director for dispatch communications, or designee. Due to the nature of some positions, specialized training may be necessary prior to the employee assuming the responsibilities of the position.
