G8.1.2 Arrestee Processing

Purpose
To define the procedures the Indiana University Police Department (IUPD) will follow when arrestees are transported to an IUPD facility.
General Order
The IUPD will follow the procedures outlined in this general order when an arrestee is brought into an IUPD facility. These procedures provide for the safety and security of the officer and the arrestee.
Documenting the date, time and reason (8.1.2 a)
When an arrestee is brought into an IUPD facility, the officer will notify the dispatch communications center of the following information which will be documented in the Computer Aided Dispatch (CAD) event:
- Time of arrival to the IUPD facility,
- Reason the arrestee was transported to the IUPD facility, and
- Time of departure from the IUPD facility.
The CAD will automatically record the date for the CAD event.
Restraining to fixed objects (8.1.2 b)
Arrestees will not be restrained to any fixed object that is not designed for detention purposes.
Only those divisions with approved fixed detention devices are authorized to use them. Arrestees who become violent, combative, attempt escape, or otherwise present a threat to the safety of the officer may be temporarily restrained to the approved fixed detention device. Arrestees will only be restrained to the fixed detention device long enough for officers to gain control, minimize injury or escape, and/or allow officers to call for additional assistance and/or further prepare the arrestee for transport to the appropriate detention facility.
Supervision of and responsibility for testing, processing, and searching arrestees (8.1.2 c)
The officer who physically brings an arrestee into an IUPD facility is responsible for the continuous supervision and monitoring of the arrestee. The responsibility for supervising and monitoring the arrestee may be transferred to another officer. This transfer must be specifically communicated to the officer taking responsibility for supervising and monitoring the arrestee.
The arresting officer is responsible for the needed testing and processing of the arrestee.
Searches of arrestees will be conducted in accordance with G8.3.1 Search of Arrestee. In addition, when custody of an arrestee is transferred to another officer, the receiving officer will conduct another search of the arrestee.
