Purpose
To describe the system for providing patrol service area coverage consistent with the Indiana University Police Department’s (IUPD) mission and values.
General Order
The IUPD provides effective patrol coverage to the Indiana University (IU) community, incorporating problem solving and community policing efforts. Patrol supervisors will assign personnel to service areas according to the goals and objectives of the IUPD and the needs of the IU community.
Continuous patrol service area coverage plan (9.1.1 a)
The IUPD ensures continuous patrol service coverage is provided to the IU community using a variety of staffing methods and through partnership with external agencies. Patrol personnel will be available for immediate assignment to emergencies and other calls for service at the start of their shift. Patrol personnel may be held over beyond their normal duty hours at the direction of a supervisor to meet minimum scheduling requirements or for any unforeseen circumstances. Every effort will be made not to schedule or have an employee work for more than sixteen (16) consecutive hours.
For campuses that do not have continuous patrol service coverage provided by the IUPD, the concurrent local law enforcement agency will provide patrol service area coverage during the times IUPD personnel or IUPD’s contracted security personnel are not on duty.
Except under exigent circumstances, officers will ask for supervisory approval prior to leaving the geographic boundaries of IUPD’s legal jurisdiction and patrol service area for purposes of conducting law enforcement action. If there is no supervisor on duty at the officer’s division, they will contact the on-duty supervisor at Indianapolis (for Northwest, South Bend, Kokomo, or East) or Bloomington (for Columbus, Southeast, or Evansville). Supervisors will utilize the Critical Decision-Making Model when determining if the reason for leaving the IUPD’s legal jurisdiction and patrol service area is in the best interest of the IUPD and IU. If approved, supervisors will ensure that the law enforcement agency with jurisdiction is notified prior to any exercise of law enforcement action by officers of the IUPD or as soon as is reasonably practicable.
Personnel are permitted to leave the geographic boundaries of IUPD’s legal jurisdiction and patrol service area for meal breaks or business-related administrative purposes, which may include, but are not limited to vehicle fueling and maintenance, court-related activities, and uniform and equipment needs.
Service area assignments (9.1.1 b)
Patrol supervisors are responsible for assigning personnel to service areas. Service area assignments are based upon a variety of factors, including but not limited to:
- anticipated activity,
- community engagement,
- geographical boundaries,
- recent crime trends,
- special events, and
- training considerations.
